22780b0e7e fix(scripts): add tsconfig.json — fixes pnpm typecheck failure 
The scripts/ workspace member had no tsconfig.json, so 'tsc --noEmit'
printed help text and exited 1, breaking 'pnpm typecheck' across the
entire monorepo.
